NuSTAR, currently in development, is planned for launch in February 2012. NuSTAR will provide a greater capability for using high-energy X-rays to detect black holes than any currently existing instrument. NuSTAR has been designed to answer fundamental questions about the universe. How are black holes distributed through the cosmos? How were the elements of the universe created? What powers the most extreme active galaxies? This mission will expand the ability to understand the origin of cosmic rays and help predict the destinies of stars and galaxies.

The Nuclear Spectroscopic Telescope Array is an Explorer mission that will allow astronomers to study the universe in high energy X-rays. Launching in 2012, NuSTAR will be the first focusing hard X-ray telescope to orbit Earth and is expected to greatly exceed the performance of the largest ground-based observatories that have observed this region of the electromagnetic spectrum. NuSTAR will also complement astrophysics missions that explore the cosmos in other regions of the spectrum.
X-ray telescopes such as Chandra and XMM-Newton have observed the X-ray universe at low X-ray energy levels. By focusing higher energy X-rays, NuSTAR will start to answer several fundamental questions about the Universe including:
- How are black holes distributed through the cosmos?
- How were heavy elements forged in the explosions of massive stars?
- What powers the most extreme active galaxies?
NuSTAR's primary science objectives include:
- Conducting a census for black holes on all scales using wide-field surveys of extragalactic fields and the Galactic center.
- Mapping radioactive material in young supernova remnants; Studying the birth of the elements and to understand how stars explode.
- Observing relativistic jets found in the most extreme active galaxies and to understand what powers giant cosmic accelerators.
NuSTAR will also study the origin of cosmic rays and the extreme physics around collapsed stars while responding to targets of opportunity including supernovae and gamma-ray bursts. NuSTAR will perform follow-up observations to discoveries made by Chandra and Spitzer, and will team with Fermi, making simultaneous observations which will greatly enhancing Fermi's science return.
NuSTAR launch has been delayed by one month (to February 2012) due to potential conflicts at the launch site. Funding has been increased slightly for education and public outreach activities.
NuSTAR continues to reach its milestones and in FY 2012 will be completing observatory integration and beginning integration to the Pegasus XL launch vehicle in preparation for a subsequent February 2012 air launch from Kwajalein Island in the Republic of the Marshall Islands.
The NuSTAR mission will observe the universe at high X-ray energy levels. By focusing higher energy X-rays, NuSTAR will start to answer several fundamental questions about the universe. NuSTAR's primary science goal is to make the first deep observations of regions of the sky in the high energy X-ray band in order to locate massive black holes in other galaxies; locate and examine the remnants of collapsed stars in this galaxy; observe selected very high energy gamma-ray sources; and observe any supernovae of opportunity in the local group of galaxies. NuSTAR's key science products will be sensitive high-energy X-ray survey maps of the celestial sky that will guide the X-ray astronomy community research for several years to come. In addition to its core science program, NuSTAR will offer opportunities for a broad range of science investigations, ranging from probing cosmic ray origins to studying the extreme physics around collapsed stars to mapping microflares on the surface of the Sun. NuSTAR will perform follow-up observations to discoveries made by Chandra and Spitzer, and will team with Fermi to make simultaneous observations.

NuSTAR will image the sky in the high- energy X-ray band (6-79 KeV) and the spacecraft will be three -axis stabilized. The primary science instruments will be two identical focusing X-ray telescopes which utilize an extendable 10-meter mast. The launch vehicle will be a Pegasus XL.
NuSTAR will be launched in February 2012 into a 550 by 600 kilometer orbit around Earth, with an orbital inclination currently planned for six degrees. The prime operations phase is two years.
JPL is responsible for NuSTAR project management. The principal investigator at the California Institute of Technology is responsible for mission science.

NuSTAR was selected via a NASA Explorers Announcement of Opportunity. The spacecraft is being developed by Orbital Sciences Corporation in Dulles, Virginia. The X-ray optics are being developed by Columbia University in New York City, New York; GSFC; and the Danish Technical University, Denmark. Launch vehicle acquisition is through Kennedy Space Center (KSC).

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
The Kennedy Space Center (KSC) has a requirement for (4) Duel Channel Bit Synchronizer PCI Cards. The PCI Cards will be used to support the NuSTAR mission as part of a deployable telemetry system at the Marshall Islands in the central Pacific. This deployable telemetry system will be modeled after the telemetry system that NASAs Launch Services Program (LSP) currently uses at KSC.
NASA/KSC intends to award this order to GDP Space Systems (GDP Space) as GDP Space is uniquely qualified to meet the Government's requirements. The Government already owns and has in use the GDP Duel Channel Bit Synchronizer PCI Cards. A significant amount of custom software has been developed and tested by the Government to work with GDPs Duel Channel Bit Synchronizer PCI Cards.

Per FAR 52.212-4, Contract Terms and Conditions--Commercial Items - Government acceptance is deemed to occur constructively on the 45th day after the Contractor delivers the supplies or performs the services in accordance with the terms and conditions of the contract.
Offer Information
All responsible sources may submit an offer which shall be considered by the agency.
Interested organizations may submit their quotation and detailed capabilities and qualifications to perform this effort in writing to the identified point of contact no later than 10:00am time on July 8, 2011. Such detailed capabilities and qualifications must demonstrate in writing the ability to meet this requirement and will be evaluated solely for the purpose of determining ability to meet requirement specifications.

The Government intends to acquire a commercial item using FAR Part 12.

In accordance with FAR 19.502-1(2), this acquisition is set aside for small business. The NAICS Codes and the small business size standard for this procurement are ¬¬¬¬¬¬334290, 750 employees. The offeror shall state in their offer their size status for this procurement.
The DPAS rating for this procurement is DO-C9.
Evaluation Criteria:
Selection and award will be made to that offeror whose offer will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in order of descending importance:
(i) Technical capability of the item offered to meet the Government requirement, including meeting the required delivery date of August 18, 2011
(ii) Price
(iii) Past PerformanceOfferors shall provide 3 references from contracts within the past 3 years for the same or functionally similar products with similar periods of performance to this Telemetry Data Processor. Offerors may provide information concerning problems encountered in the identified contracts as well as any corrective actions. If an offeror does not have relevant past performance, then the offeror will not be rated favorably or unfavorably on past performance.
All evaluation factors other than price, when combined, are significantly more important than price.
Provisions and Clauses
The provisions and clauses in the RFQ are those in effect through FAC 2005-50.
The required delivery date is July 29, 2011. It is critical that offerors provide adequate detail to allow for evaluation of their offer. (See FAR 52.212-1(b)).
Offerors shall provide the information required by FAR 52.212-1 (JUN 2008), Instructions to Offerors-Commercial, which is incorporated by reference.
If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin (See FAR 52.225-1).
